Exporting to Kenya - Expansion of Regulated Products under PVoC
New Mandatory Certification Requirements under the Kenya PVOC Programme
With effect from 01 Dec 2015 all imports of finished products will require a Certificate of Conformity (CoC) in order to be allowed clearance into Kenya.
Exceptions to the updated requirement are:
(i) Raw materials for processing into finished products.
(ii) Spare parts for own use by the manufacturers/industrialists.
(iii) Customised Machinery not meant for sale.
The current Regulated Product List is now expanded and additionally covers the below sensitive products earlier confirmed by KEBS for inclusion within the scope of the PVoC programme.
• Certification of Roof Sheets
• Liquefied Petroleum Gas (LPG)
• Methanol
AVAILABILITY OF CERTIFICATE OF CONFORMITY (COC) AT KENYA BORDERS
In accordance with Legal notice 78, KEBS has strongly emphasized that shipments that are subject to PVoC MUST be accompanied by a Certificate of Conformity (CoC) upon its arrival at the port of entry.
If not such shipments will be subject to destination inspection at a fee of 15% of the Cost, Insurance and Freight value of the goods, irrespective of whether the shipments have undergone the PVoC process in the Country of Supply or not.
All exporters and importers of regulated products under the scope of Kenya PVoC are obliged to obtain the final copy of CoC prior to shipment of the goods to avoid penalties and possible delays at Customs clearance.
